Robert Samuelson, like Paul Krugman and the Economist, argues that the rise in food and oil prices is not due to speculators. The question is: wouldn’t rising prices stifle demand in developing countries such as India, China, Brazil, etc. when their respective populations are much poorer? The answer is that these countries all subsidize oil, crippling their finances in many cases (see India where the government is running a deficit of approximately 9.1% of its GDP).
